Please could you explain, does it mean we need to count the date since we actually arrived in the UK or the date stamped on our passport? i.e. I got my HSMP on 20/09/2005 and came to UK on 13/10/2005, shall I apply 28 days before 13th October or 20th September?

28 days before the 13th of Oct. You can apply from the 15th of Sept.
