Administrative Review

I successfully let the UKBA overturned my Tier 1 General Visa by administrative review.

However, I applied it in Hong Kong while I am now studying in UK already under Tier 4 student visa.

Can I switch my visa from tier 4 to Tier 1 in UK and don't have to send it back to Visa application Center in HK and then forward to Visa Center in Manila?

I've sent an e-mail to UKBA for enquiry but got no reply. Could anyone here who were experienced to same situation provide me with some insight? Thanks!

Switching under 245C(f)(xix) is also possible if you are currently eligible.
