Where is General Discussion section??

It used to be the first one on the index page, but cant find it now!! Is this a temp glitch or its been moved/deleted?

Really strange! I couldnt see this section as a guest user. Even when I clicked on the above link, I was redirected to login page. Only after logging in, I could see this section.
