ilr dependent visa query

hello there,
As my ilr long residency application is in home office for the process..by the mean time, my wife visa is going to run out by the end of next month.. so myquestion is:
1) if my ilr appliccation didnt process by then than can i send wife application form linking my application ?
If yes then which application form?
and my another question is :
2)my wife have got IELTS certificate where she have scored 7. is that of any use for the english requirement. if not then, does she have to to do esol course?
please clear this out
