UKBA will Re-Open Tier 1 General Visa

MY QUESTION IS :

UKBA will be re-open again Tier 1 General Visa or not because MAC submit a report to UKBA regarding Tier 1 and 2 this month. Because in MAC report at 7th September fully support for re-open Tier 1 General visa . what you are all point of view about reports ??????? Thanks

There is absolutely nothing in the latest MAC report (which deals with shortage occupation) to suggest the re-opening of Tier 1 General. Please quote where you read this?
