You say you left UK three years ago .... but have recently completed a qualification from UK on the basis of which you wish to apply for leave as Tier 1 (PSW) migrant. (?)

Did you apply for (and were granted) leave to enter / remain after you were issued IS81?
When was the IS81 issued?
When did you last apply for leave to enter / remain as a Tier 4 (General) migrant?
When did you complete the qualification in UK?

a simple timeline of important (immigration-related) events in your life from the day you got your first entry clearance will be useful here.

Did you attend the interview? Or left without attending the interview?

Either way, if you were claiming benefits when in UK under Tier 4 / student leave then you were in breach of immigration rules and any application for entry clearance may be refused under 320(7B). The fact that you were issued an IS81 means that UKBA has it on record ... so there is no way you can lie about the breach or that UKBA may overlook it.

You say you attended the interview but stop at saying that "IS81 was issued". What was the outcome of the interview? ... on your existing leave then?

Attending a preliminary interview but not attending any follow-ups is as good as not attending any!

Wishing to payback the money you owe is no solution, and even if you do (if that is possible) the offence of "accessing public funds when not allowed to" is not going to disappear from your records. Hence, the response remains the same as before.
