I am an America citizen who is currently living n Italy. I have been here for over 90 days which means I have overstayed my visitors visa but I have a permanent residence card. is it possible for me to travel t the UK.

How could you be both an overstayer in Italy and have a permanent residence card?

I worded this wrong what I meant to say is I have a document registered with the city I live in regarding all my information in my passport...Is this enough to be travel to the UK with out a visa

You may be refused entry if the Immigration Officer believes you'll overstay in the UK having overstayed your visitor visa in Italy. Where do you intend to return to after your 'short visit' here?

Back to Italy because I play basketball there but never received a visa

How will you re-enter Italy if you've overstayed your permitted 90 days there?

If I were you, I would be more concerned if the Italian will let you back in after overstaying your previous visit.

I've been back and forth to Italy so I'm not worried about because I've traveled to see other friends that stay in Europe but I hear in London they are like nazis so I want to be sure about what documentation I may need

Were the counties you visited outside the Schengen area? Otherwise you would have not met an immigration officer. Did you pass through immigration control at all?

They were all in the Schengen zone...but I know to go to London you have to pass through customs so i don't know what that would me in my case since I've over stayed but would my residence documents count for anything to allow me to travel outside the Schengen Zone to London

Once again - the point is not 'will I get into London' - the point is 'will I get back into Italy'.

If you pass through a border control into London - you will pass through the Italian control back into Italy.

If you've overstayed - they'll spot it and probably not let you back.

And no - a residence permit from a Schengen country won't let you visit the UK.

Ok thank you for the info but if Italians let me back into the country does that mean if I tried to go back to London they could let me visit

You will taking a risk. The immigration officer might miss you overstay in Italy but he most likely going to spot it. You might also face some tough questions to answer -
Where do you live?
What is your destination after the UK?

If you answer Italy, he will most likely look for some proof of residence in Italy. He might not be convinced that you are likely to leave the UK.
