Exact Timing for applying through the Urgent Treatment Form

Hi. I just sent my application for HSMP including in the package the Urgent Treatment Form since I already have a Job Offer however I have a deadline to have my visa-work permit in line in order to start working.

Reading the guidelines it seems that the form has to be FAXED after the package is received.

Can anybody just confirm the exact timing???

Is it...

1) After I get the confirmation from HSMP that they received the application or
2) After I get the payment confirmation?

or

3) I can send it immediately after my courier notified me that the package was delivered?

What would be your advise?
