Usually during the appointment with NCS, if the checking officer is not sure, they make contact with Home Office and given a go ahead or not to proceed with apps. In short NCs applications given priority over others unless it has other issues such CCJ, convictions etc.

I am told that NCS applications are given priority given the fact that they would have been prior checking before the pack is sent to Home Office. Usually during the appointment with NCS, if the checking officer is not sure, they make contact with Home Office and given a go ahead or not to proceed with apps.
