For check & send, you will need to pick up form from the post office, fill it in and hand it to post office staff to check it and send it. You can go to any post office and pick up form and hand it in at later date.
If you want to fill and send the form then and there, you will have to take your referee (counter signatory) with you, as they need to fill a part on the application and sign.
So if you are out of country you can't go personally. There is online version, you will need to fill it, then passport office will send it to your address, you will need to sign it and return it along with all the documents.

You can send the form to passport office even if you are out of country, however you will need to attend interview for your first adult passport.
