Just to correct myself here. There is tracking for the passport and card. I did not receive any tracking for the return of my documents. You could apply now, but they will not start the process until all relevant documents are received.
I sent a certified copy of Passport, Drivers license, CitizenCard & hope that will be acceptable. My application has been sitting in Milton Keynes Parcelforce for 16 days now according to tracking. The actual passport is what they ask for, so if you are happy sending it, you can. You can start the online passport application now. I did before I physically recieved the FBR certificate & documents back. That way you can get the digital photos uploaded etc then send them what they need. I used a Max Spielmann photobooth at Sainsburys that specifically had an 'Irish Passport photo requirement' button.
