In the meantime I would appeal the existing rejection of the PR. I do not think there is any point in applying again for PR - I think you will again get rejected so might as well just appeal the current rejection.

In the case of ALL applications, keep photocopies of EVERYTHING you send.
Thank you Directive/2004/38/EC, I did not yet apply and therefore was not rejected. I was just speaking theoretically if I was rejected which options I will pursue.

I am sending the application next week for a PR and will let you know how it all goes.. Fingers crossed

You should be aware the HO examines applications in two stages. The first stage is an administrative documents check list check. This doesn't involve a decision maker. The second examination is done by the case worker.

If you get a refusal (or return of documents as they call it) after 3-4 weeks because of missing CSI, this is more likely because you failed the first examination and no one read your cover letter. In that case, you need to apply again with a bigger font in your cover letter...
