As your wife is Swedish and you are moving to Sweden, the Swedish national rules applies in your case and not the EU rules which many cases in this forum are about.

Swedish national rules require you to apply from abroad. Only in exceptional circumstances you can apply from within Sweden. These could be if you have children already in Sweden or your wife is expecting a baby. In those cases, it is unreasonable to ask you to leave the country.
