URGENT- Please Help !

My friend Applied for PSW on 04/04/12 after a massive effort to get the university to correct the dessertaion on time , after they delayed it for no fault of hers! Did not get a certificate , but a letter confirming that she had passed ( which was acceptable) was give. Applied from Chennai in time. Went today to check status as not heard from them back & they say that the letter did not have a seal, but was on letter headed paper & signed. The immigration had requested VSF to contact her, but they didn't. Now there is a chance it may get rejected simply because there was no seal on the leter. Is there must be a procedure, where you can supply the relevent info. Can get another letter from Uni with seal asap. Will they reject simply for that reason ? Is there recourse to appeal if they reject ? Is there no peocedure of allowing the candidate to supply correct info without being rejected?

The format of the letter is defined in policy guidance so what is this seal you are referring to? Wax?

ii) an original letter from the institution at which the applicant studied towards his/her eligible qualification. The letter must be an original letter (not a copy), on the official letter-headed paper of the United Kingdom institution at which the applicant studied. It must have been issued by an authorised official and must confirm the:
•applicant’s name;
•title of the qualification;
•Date of the award (as defined in paragraph 79 of these guidance notes);
•the body awarding the qualification;
•explain the reason why the applicant is unable to provide their original certificate of award; and
•confirm that the certificate will be issued.
