ILR Edge Case Eligibility

Hi,

I wanted to check my ILR eligibility and when is the correct date that I can apply. My details as below:

I have got HSMP stamp on 15-Nov-2007 but first entered in UK on 16-Jan-2008 which is nearly 63 days. I have move to Tier 1- General in Sep-2009 and got my visa until 15-Nov-2012. I have not been out of country more than 90 days.

1. Can you please let me know whether I can go for ILR and appropriate time to apply for it. ?
2. List of documents to be submitted ?
3. I came to that need to apply for ILR within 28days, what is this ?
4. My wife arrived during 08-Aug-2011 as dependent. Is she eligible for ILR or what process should I do for her.?

If you provide details for above questions would be really help full.
