Refused but.....

Application rcvd by HO – July 24th
Reference no. by e-mail – August 9th
Decision over phone – September 6th
Dispatched documents – September 13th
Rcvd decision letter and docs – September 21st

My application has been refused. I have received a decision letter dated August 23rd which states that the reasons for refusal are set out in the refusal letter. But there is no refusal letter in the mail. I am unable to send a review request or new application as I am not aware of the points awarded and the areas where I failed to score points.

Tired of sending e-mails and fax. HSMP team say that the details will be in the decision letter. Has anyone experienced the same? Please advise my further action. Thanks in advance.
