obtaining titre de séjour before being permanently resident

I live and work in France and am a British Citizen married with a non-EU wife.

We plan for her to move here in the near future, but work commitments are currently preventing this.

Is it possible for her to come of a short term visit and apply for the titre de séjour before she moves here permanently? I realize that once she did this it she would potentially lose the right again if she is out of the country for more than six months but it would solve some other problems.
