Does the PBS calculator award you 10 points for the qualification in question?

oh yes, points based calculator gives me 10 points for my degree and i appied for settlement visa as my been a british citizen but still they ignored my self assessment summary ....

Appeal the decision.
The onus is on UKBA to prove, if they have any doubt, that the degree may not be authentic. Not your responsibility to prove that the degree is genuine .. just because someone in UKBA has a doubt.

It is up to the caseworker whether he wishes to assess your application for "all possible reasons to refuse and then list them" or "refuse the application when he comes across one reason" without scrutinising the rest of the application for possible defaults.

There is no obligation, legal or otherwise, for the CW to list all possible reasons of refusal of an application.
