ILR Dependent visa query

Hi,

I have 2 questions

1.Recently I have got my ILR, On biometric card the validity is mentioned for 10 Years.Does it need re-newal after 10 years if continued on the same visa..?

2.What documents I need applying for dependent visa for my Wife.
Just want to know whether rental agreement and utility bills like Electricity bill are mandatory..?
