Applying for permission to remain in the UK as the partner

Hi, can anyone help me about this please as I'm so stressed about all this. I'm married to a British citizen and currently have a psw visa. in the start of july I did send the application for the two year visa but unfortunately lost the credit card wich details I put in the application form and the bank had to cancel that card.
obviouly my application will get refused as they says on the website but when I re-send the form, will it be consider under old rules or new rules.
by the way did'nt hear anything from them yet.
would really appreciat any suggestions.
