Recent immigration changes and non-EU spouse's PR

Hello everybody,
I understand that according to recent (July) changes a person holding dual nationality (British and nationality of another EU country) can not use the European route when applying for his/her spouse's PR.
I'm wondering if the changes will apply to our case.
Our situation is as follow: I (EU national) already have PR (by PR I mean the actual document from HO) and will become eligible to apply for naturalization in January. My husband holds a Residence Card and will become eligible to apply for his PR in June.
My question is: if I hold dual nationality when my husband becomes eligible to apply for his PR, will we be able to use the EE 4 application to apply for his PR or will we have to use the UK route?

Will very much appreciate any advice
