Canadian Visa application

Hi,

My boyfriend and I wish to take working holiday visas for Canada as soon as possible. I am Australian in the UK on a general visitors visa and he is Brazilian born but holds and Italian passport. He is also here in the UK.

My question is this: When do they release more visas for Italians since this years quota is filled? and does he need to apply from Italy?
If so, does he need to have lived there or can he just be there when he applies on say, a holiday?
