Tier 4 dependent maintenance and cas

I have been granted Tier 4 visa for a fully funded PhD at HEI and my course starts in october this year and am currently in UK. I intend to apply for dependents' visa for my spouse and child who are back in my country. I have maintained funds of around 9000 pounds in two accounts jointly in UK and back home. My questions are:

1. Do I need to show cash funds for all three of us or my CAS be enough to cover my part of maintenance as it contains my sponsorship details and show cash funds for two dependents.

2. Should I wait for getting registered at the university and start receiving bursary in my account and then apply for the dependents' visa?
