No one - because PEO appointments are not transferable.

Well, it can be exchanged by mutual understanding, we all are here to help and learn from each other. its not ilegal to exchange date with some one. however one can not be forced.

Thanks n looking forward.

Well, you are mistaken.

Appointments are made for "named applicant". The only ways you can "exchange" appointments is when:
1. The name and date of birth (and perhaps nationality) of the people concerned in this transaction / exchange is same, or
2. you have the means to block (and grant) access to the online booking system.

For 1 you need to be lucky (very very lucky). For 2 you need to be an expert hacker.

An appointment must be booked in the name of person who will attend it. Nobody else can att the appointment in that person's place. If you bo appointment on another person's behalf, you mu give their name and they must attend the appointment. A booked appointment cannot be transferred to a different person
