ILR application - Tier 1 G migrant

Hi All,
Could anyone please advise on the earliest day T1/G migrant can apply for ILR at PEO?
UKBA advise not to apply more than 28 days before completing the qualifying period.
Is this ok for application at PEO?

Whether applying by post or in person at PEO, the principle of "when you can apply" remains the same.

Hi,
I got my HSMP visa on 08 /11/2007 valid till 08/11/2009.
My arrival date in the UK was 21/07/2008.
I applied for extension under T1(G) and it was approved for 3 years till 08/11/2012.
Then I got another extension valid till 08/11/2014.
Please advise on the exact date I can apply for ILR. I understand that my qualifying period ends on 21/07/2013 so can I apply 28 days before that date though I would still have extant leave after I have reached the qualifying period?

I delayed my arrival date in the UK more than 8 months due to unforeseen circumstances.(HSMP visa on 08/11/07 and arrival date on 21/07/08)
Will this delay affect my application for ILR next year after completing 5 years from the arrival date?Please advise
