Indian passport -ICS from post office alternative to notary?

I need to apply for passport/tier1 for my newborn boy. To attest the passport, notary is asking for £50 and above. Can someone confirm if the identity checking service by post office is sufficient for the "attestation" requirement in India? Attestation of parent passport is mandatory for kids passport, but optional for visa application.

I am not sure if they do it for foreign passports though. Will check with them.
