The guidelines on when you can apply for ILR, i.e. 28 days before your 5th anniversary remain the same irrespective of whether the concession applies to you or not. What differs is when your 5 year residency begins; i.e. 5th anniversary from date or entry vs. date of EC. In your case it would the latter as the 3 month concession would apply to you.
