can a tier 1 visa holder sponsor a fiancee visa?

i've been resident in the uk for 2 years on a tier 1 general visa. I recently got an extension.
i would like to get my girlfriend who lives in india here on a fiance visa and get married here.
is a fiancee visa possible?

what are my options?

1. She may apply for marriage visitor visa, travel to UK, you two get married here, she returns to India and applies for PBS dependant entry clearance.
2. You two marry outside the UK and she applies for PBS dependant entry clearance.
