when do the docs arrive

Hi all

We applied for passport on 4th October.
Received the letter on 12th October and had interview on 13th October.
We haven't received the docs back; inspiteof asking for Secure delivery.
We asked the IPA - they said that the docs will be sent back only at the end of the process after the passport is issued.
Checking the the website, I saw most people got back their docs alongwith the letter or soon thereafter.

Can someone shed some light on whether the docs are held back in certain cases?
