English Language Requirement PBS Dependant Extesnion

Dear People ,

I am asking this question on behalf of my brother who is going to apply for ILR as PBS migrant (5 Years Route) in December 2012.His Wife will go for PBS Dependent further leave to remain under paragraph 319C of the Immigration Rules.So Basically she will be applying for Extension as PBS Dependant instead of FLR(M).

She joined him in May 2012 as Tier 1 General Dependant

So the question is does she need to pass a english test (e.g Esol level A1) or it is not required for this application.
