Civil Penalty or summons charges?

Hi there,

I was issued summons by council for not paying tax bill on time. I immediately called council and payed the bill but they charged me £60 for summons charges and told me to not attend the hearing.

I have just checked my form and they have asked to mention any Civil judgement or civil penalty. I know this was not a civil judgement because the matter was sorted out of court.

But was that a Civil penalty or just a summons charges?
If this was a Civil penalty then i believe i will have to mention in the form.

I request you to please let know urgently if you know about it.

They actually charged me £65 as summons cost.

i just want to know whether it will be considered as civil penalty.
