Application for travel document refused

Hi all,i made an application for a uk travel document (certificate of travel) and biometric permit about 7 months ago,i recently received a letter from ukba refusing my application. Does that mean i will not receive a biometric residence permit as well. I have indefinate leave to remain but am currently struggling to prove my eligibility to work as i lost my previous travel document, and the biometric residence permit is now my only hope. A Biometric residence permit is issued only if your application for travel document is approved.

Why has your application been refused? If you were issued a travel document by UKBA in the past but have lost it, did you report it to the police and provide the police report along with your application?

The reason they stated is that i could not prove that i was unreasonably refused a passport from my national country even though i sent them all the correspondences between me and the embassy and also explained that i came to join my mum who was an asylum seeker and approaching my embassy was a risk in the first place. And yes i provided the original police report along with the application. Right now am stranded as i cannot work,claim benefits and yet i have ILE/R
I have been in the country now for 4 years 10 months and i dont know whether i can apply for naturalisation and if i did what document i could use to prove immigration restriction as required. I really need professional help but i cant afford it as i cannot work because i cant prove my eligibilty to do so,please help :-(

Why did your embassy refuse you a passport? Does your mother have refugee status? Did you come here on a refugee family reunion visa? What travel document did you lose?

My embassy required national I.D and the only way to get it is being physically present inthe country. I came on a gv3 form/UFF travel dociment on which the settlement visa was stamped. i applied for a certificate of travel. My mum was granted indiscretionary leave to remain 10 years ago and is now a british citizen.
