It is still possible to qualify for PR after a divorce using the Retained Right of Residence.

The UKBA can exercise some discretion in the case where a relationship has broken down and the spouse/partner is not cooperating, but your brother will need to provide as much evidence as possible of his wife's treaty rights, so it will be very important if he can get her to cooperate on this.

For the time after the divorce, it is enough for your brother to exercise treaty rights himself, which he will be doing as long as he is working.

15 hours per week is fine to qualify as a worker, as long as your brother can provide the wage slips. Did his wife start working before or after he got his RC? If it was after, then he will also need to provide evidence that she was a jobseeker for this time (job applications/JobCentre Plus registration).
