Two Strange Questions

I have two strange questions:

1-Actually, I am still confused what is Civil Penalty? Could you please explain me a bit more about it and give me some example? Is it applicable to contract with private parties? For example, I singed up for Experian last year. It was free for first month and afterward it costs me £14.99. After first month I did not pay it and it sent me an email that my account would be suspended and they would not offer me service. Then, is it a kind of civil charge or penalty? In general, offender should be informed or known about imposed civil penalty or it is something that we may not be aware of that?

2-Due to some reasons I reported a bit late (matter of weeks) some of my changes (address and employment) to police. Everytime I had an excuse and police put the stamp but stated in their own form that the report was made late. As I know this is not a problem for UKBA. But should I declare and disclose it on the form? Is it a kind of caution/warning which I should explain on the form? As I checked the IDIs, it seems that UKBA only checks with police regarding crimes and not the details of police registration but I only want to be sure about it.
