I thing that's a very good idea and applicant can explain in wider sence,his/her circumstances to ukba,and it will also help to reduce the burden on the courts.
It is beyond me how UKBA thinks they can do this. Of course every applicant will answer no to all questions in section 10, except when you have previous convictions in the UK itself.Note: We will carry out criminal record checks on all applicants and dependants.

Under EEA regulations, there is no requirement to use an application form and an application can't be refused because of the version of the form used.
The new forms are part of an update the HO made to all the application forms to include additional questions with regards to the good character / personal history of the applicant. Although the form state they should be used from 13th December 2012, they were only uploaded to the HO website in early January 2013. In any case, it doesn't really matter which version you use.
