This type of chain migration is no longer viable under current UK immigration laws. Age, dependance are not the issues. To qualify for settlement in the UK, they must be in circumstances where they need:
long-term personal care to perform every day tasks, such as washing and cooking. The care they need is not available in the country where they are living, either because it is not available and there is no person in the country where they are living who can reasonably provide it or it is not affordable.
Basically, if they need help in their daily lives and there is no immediate family, the UKBA will expect you to hire a nurse or carer, whatever (because help of that sort is readily available and affordable) to assist them rather than you receive them in the UK as your dependants.

You have cited the old immigration rules that are no longer relevant to new applications.

Your options are to visit them and have them visit you. You need to think carefully about your next steps (and take proper advice from an immigration professional). If they make an application to settle in the UK (one that may have no merit under the immigration rules) they will find it very difficult to get visit visas in the future.

ahhh ok i did not realise they were old rules as they are still on ukba website!!!
they have visited before on visitor visa quite a few times. always only applied for 6 months visa. if we wanted to apply for longer is it best to apply for 2 years firsat or straight 5 years? and have rules regarding this changed at all?
thanks

Yes, that way they can avoid the need to apply for a visit visa every time they travel there. . Long term visits visas are for regular travellers who wish to avoid making a new application every time they enter the UK. It does not mean they can stay in the UK for two or five years. There is a general restriction on visit entry at pegged at six out of every twelve months.
