Tier-2 General

Hi,
I was in UK under Tier-2 ICT until 16-Nov-2012 for three years and my visa got expired on 19-Nov-2012 I have recently got a new sponsor and he is sponsoring me under Tier-2 General. Could you please advise if I am eligible to apply under Tier-2 General (out of country) and how earliest I can file the application?
