Relatives visiting - how to?

Hi everyone !

I currently hold the EEA2 RC and I am wondering what would be the easiest way to get my sister and her two kids some sort of visa or entry clearance just so they can come to visit me in the summer.
I am completely clueless of how to go about it. Someone told me I could write a invitation letter, is that true? if so how would I go about it?

Any insight will be helpful !
