Do you need a valid passport to apply for Settlement?

I'm on T1 General and I need to apply for ILTR/settlement. But I won't be able to renew my passport due to national services. Different solicitors gave me different answer. I was told that it is possible to apply as long as you have a biometric / driving license. But another solicitor said you can only do that for British Citizenship but not ILTR. Anyone know?

before anyone answers that i hope you can tell me in which situation & where i can use an expired passport for anything at all under the sun :lol:

you can tick the relevant box in C6 on the form if you dont have a current passport for whatever reason
