EEA Family member of a EEA Permanent Resident

Hello guys,
I wonder if you could help me on the following:
I have acquired PR as an EEA national (A2). I would like to apply for a PR certificate for my mum who is also an EEA (A2) national.
What do I need to do? what docs i need to provide?

Where does your mum reside?

If in the UK, for how long and how has she exercised her treaty rights?

Are you perhaps wanting her to apply as your dependant (presuming she qualifies)?

So you already have a PR certificate issued by UKBA?

Has your mother been in the UK the whole time you have?

Yes my mum has been with me during all the time i have been living here
Yes I got PR but didnt applied for her at the same time of my application
Yes i want to apply for her as she is dependent on me

Are you able to show this dependency for the preceeding five years. If yes, then how?

Was she issued a Registration Certificate on this basis.

She hasn't been issued a RC and how do i show dependency? I can show that she was on my tenancy contract, bank statements that i have transferred her money...what else?
