Hi just wondering what status the baby get, when is born in England, from slovakian and colombian parents

It would be my understanding that if the Slovakian parent was exercising treaty rights or has permanent residence that the child would automatically be British.

If a parent has PR, then baby will be British. Exercising treaty rights without PR is insufficient.

I stand corrected, the child can subsequently apply for a British passport once the parent has obtained PR

Almost. A non-British child cannot apply for a British passport without first registering to become a British citizen.
