You are right, the HR people think it is more than technical change and a Tier 2 visa has to be applied. However neither of HR and my manager were aware of it before. I have been doing more or less the same thing, but with a bit more responsibility and autonomy. This change in fact is gradual. The salary rise is ~3K per year.
