One Referee can be from HOME COUNTRY?

Regarding Naturalisation. Ive been reading that one referee, the 'professional' one can be from your home country i.e not from UK. Is that true? I mean even if he's never set foot in UK?

Surely he has to have known me for past 3 years since I've been in UK, does talking on phone or internet qualifies as knowing and staying in touch?
