retained right of residence after civil partnership

Hi
One of my friend got a residence card 1 year ago and he applied on the basis of 2 yrs civil partnership and he provided all the proofs of residence for 2 yrs and now after 1 year his partner is willing to go back to her country can he apply for retained rights of residence now.

Unmarried partner/durable relationship,then your friend is unable to retain rights.
Civil partnership then might be,
If civil partnership was registered then until the civil partnership not dissolved through legal proceedings in the UK,your friend is unable to retain rights of residence.
Same procedure apply as three years of registered civil partnership,
At least one year in the host state,
EEA national should be a qualified person until dissolution of civil partnership.
And non EEA should be a qualified person after the dissolution of civil partnership.Or
Domestic violence proved by the courts or if your friend has a costudy of EEA national child.
