Hello everyone! new to this forum and desperate for help.. please help!

I completed 10yrs as student on 04 oct 2012. my student visa application pending at that time got refused on 12th oct for silly reasons. won the appeal on 28th jan 2013 and still waiting for implementation and ICFN. My college not allowing me to continue and threatening of reporting me to UKBA.

I have 2 dependents.

Can I apply for ILR now without waiting for the ICFN/ Implementation?

Any help or comments will be much appreciated. Thank you in advance..
