Interesting/Informative, and well worth keeping an eye out to see how this pans out; especially if anyone is currently claiming this discount while under a time restricted immigration category (where they have no access to public funds).

Though it would be rather unfair if someone applying for ILR in the near future were to be penalised because he claimed a single persons discount in the past (when it was allowed). If the single persons discount is deemed to be included in the "(HC1038) new definition of council tax reduction" (even though the current statement appears to indicate that it is not), then it would be reasonable to expect the applicant to stop claiming the discount from the date HC1038 is implemented and not be penalised for claiming the discount in the past.

That's true. You should not be penalized, if Unknowingly claiming the said discount. But what view UKBA CW will take is very difficult to predict.

If the case worker decides to refuse solely based on past claims for council tax discount, I am sure the decision can be challenged in court as the immigrant has not commited any offense.
