Changing visa - T2 (ICT Est Staff) to Dependent of T2 (Gen)

Hi,

I am here on T2 General Visa since Feb 2013. My husband is on T2 ICT (EST Staff) visa since May 2010. I have some concerns related to my husband's visa application and would really appreciate if the forum can help us.

1. Can my husband apply for Dependent of T2 (General) in the UK? or does he need to apply from home country?
2. Does he need to serve cooling-off period before he can apply for the dependent of T2 (General) visa (i.e. my dependent)?
3. Does UKBA puts any restriction on him to work with the same company he is currently working with?
