Cancelled single Tax discount - URGENT

hi, my council tax single discount was cancelled from 2011 to date and added to my present council tax. This was because I didnt respond to the letters that were sent to my house. As I am about submitting my applications for citizenship, will this affect my application Under 'good character' requirement?
Advise is needed urgently please.
