If someone eg: partner assaults you and they 'claim' that you made them angry for assaulting you to the police, does this look like you the victim are a trouble maker on police record and will it impact your citizenship application as having bad character?

No unless you are charged and convicted of wasting police time don't worry. Furthermore, if someone assaults you and you don't think the police acted as they ought to have you can make a complaint with the IPCC.
