UKBA rule changes - any specific date planned this year?

Hi

I would like to know when do UKBA (this year) plan to release any new changes to visa rules?

Is there any specific idea of the month and date?

The reason i'm asking is i plan to get married to my finacee sometime this October, and would like to submit spouse partner visa application before the rules get even more stricter.
